RESNET White Paper on Using Home Energy Ratings to Improve Energy Code Compliance
The RESNET Task Force on Code Performance has developed a white paper to assist U.S. Department of Energy administrators in designing effective residential energy efficiency programs. The white paper concludes that home energy ratings can be an effective tool to increase code compliance and create market recognition for builders to increase the energy efficiency of the homes they build. The analysis includes identification of barriers to effective energy code compliance, the additional challenge presented by the trend to incorporate building energy performance into codes, why home performance analysis is the best option to address the barriers to effective code compliance, and a blue print of action containing recommendations to the U.S. Department of Energy.
