"It has not been the policy of this office to endorse specific products or systems, except in those cases where either the statute or administrative rule provide for it. We recognize, however, that there are alternate methods of achieving and determining compliance with the MEC. We have been assured that the HERS® program does so, and is approved for this purpose by several state agencies as well as by the National Association of State Energy Officials.

To the extent that HERS provides a point system by which MEC compliance can be determined, and based upon documentation that it does so, HERS is accepted by this office."
