Builder Notification of Affected Builders and Clients of Complaints and Investigations

On May 19, 2025, the RESNET® Board of Directors adopted a policy to ensure builders and clients are notified when a meritorious complaint or formal investigation could affect their projects.

The policy is designed to promote early notification, clear communication, transparency and integrity throughout the investigation process

Why This Policy Matters

When a home receives a HERS Rating®, builders, lenders, homebuyers, utilities, and government programs rely on that rating to be accurate.

This policy establishes a consistent process for notifying affected builders when a formal quality assurance investigation may impact the validity of HERS Ratings® for homes they have built or sold.

Prompt Notification. Potentially impacted builders and clients are notified in writing within five business days of a formal investigation opening.

Full Transparency. RESNET is copied on every notification, ensuring a complete record is maintained and all relevant parties remain informed throughout the process.

The policy establishes clear, timely notification procedures from the initiation of an investigation through the final determination.

Within 5 business days — After being informed of an issue, RESNET Staff makes a determination of whether to open a formal investigation using standardized evaluation criteria.

Within 1 business day —RESNET informs the HERS Rating Company and its Accredited Rating Provider, identifying the builders and clients who may be impacted.

Within 5 business days — The HERS Rating Company notifies the corporate and division headquarters of all potentially impacted builders and clients by email, with RESNET copied on the communication.

At conclusion — Findings are shared. Builders and clients receive written disclosure of the investigation’s findings and final determination — from the rating company within five business days, or directly from RESNET if needed.

Keeping Builders Informed, Every Step of the Way
