On October 15, 2025, the RESNET® Board of Directors adopted a policy directing RESNET/ICC ANSI Standard Development Committees (SDC) 300 and 900 to explore a new compliance pathway for evaluating insulation installation and other Minimum Rated Features when documentation of a passing pre-drywall inspection is not available. Background When documentation of a passing pre-drywall inspection is unavailable, the RESNET/ICC ANSI Standard 301 requires insulation to be modeled as Grade III and marked as “not inspected.” A properly supervised thermographic inspection may support a Grade II insulation classification; however, it cannot be used to achieve a Grade I classification. What the Policy Directs The policy directs SDC 300 and SDC 900 to form a broadly representative Working Group to amend the RESNET HERS® Standard and Standard 301. The group will consider how to: Allow Grade I insulation ratings when approved evidence supports that determination. Address other Minimum Rated Features that normally require pre-drywall verification. Define appropriate use for single-family and multifamily homes, including limits on frequency, so the pathway remains a backstop, not a substitute for inspections. Maintaining Program Integrity The policy preserves program integrity by allowing credible, performance-based alternatives when pre-drywall inspection records are unavailable, while maintaining the rigorous standards of the RESNET HERS® Program.
