RESNET Staff Mediation and Technical Support for Builders

On September 29, 2025, the RESNET® Board of Directors adopted a policy authorizing RESNET staff to serve as a neutral resource for builders and contractors by providing mediation and technical support for HERS® Rating projects.

The policy provides builders with a transparent, technically accurate process that promotes greater consistency across all RESNET-aligned HERS Rating projects.

Mediation Support

At the request of a builder or contractor, RESNET staff may serve as a neutral third-party mediator in disputes involving program compliance, performance expectations, or technical interpretations. RESNET staff will maintain a neutral role and engage in good-faith efforts toward resolution. In coordination with the builder or contractor, staff may:

  • Participate in mediation sessions, either in person or virtually.
  • Provide access to relevant documentation, specifications, and correspondence.

Technical Support and Documentation Review

To help identify or resolve technical concerns, RESNET staff may conduct:

  • Site Inspections – With reasonable notice from the builder, RESNET staff may conduct on-site or virtual inspections of construction projects in accordance with the builder’s safety requirements and scheduling protocols.
  • Documentation Review – RESNET staff may review builder-provided photos, specifications, design schematics, or other supporting documentation.

Independent Technical Analysis

For third-party independent technical analysis, builders are encouraged to contract directly with RESNET’s network of qualified professionals.

RESNET staff are available to assist builders in identifying qualified companies or individuals with the expertise needed to address their specific concerns.

Confidentiality and Professional Conduct

All interactions conducted under this policy are governed by principles of professionalism, confidentiality, and neutrality. RESNET staff will not disclose proprietary or project-specific information without written consent from the parties involved, except as required by law or federal regulatory provisions.
