Draft PDS-01 of proposed Addendum 29: Changes to requirements for QA Agent Training and Financial Separation

Proposed Addendum 29 amends the MINHERS® to implement three key components of policies established by the RESNET Board of Directors in 2014. Those components are:

  • Establishment and definition of Direct and Third Party Rating Providers.  On September 12, 2016, the RESNET Board reaffirmed that there will be Direct and Third Party Providers.
  • Direct Rating Providers must utilize independent QA Contractors to perform quality assurance on their Ratings.
  • Requiring Quality Assurance Contractors to be agents of RESNET and all Quality Assurance Agents be uniformly trained by RESNET

The changes proposed Addendum 29 makes were originally proposed in an omnibus amendment in 2015 but are now incorporated into a separate amendment to facilitate their consideration and adoption. Draft PDS-01 includes changes to the original proposed requirements of the omnibus amendment in response to public comments it received. The changes to the MINHERS® in the proposed Addendum include requirements for financial separation of third party QA providers and revise the training requirements for QA providers. Comments will be accepted only on the changes as indicated by the strike/underlined dark red text in draft PDS-01.

The public comment period will be open for 60 days beginning September 19, 2017 through November 20, 2017.

After the comment period, RESNET Standard Development Committee 900 will consider and document each of the comments submitted and make appropriate changes. Any substantive changes to draft PDS-01 will be provided to the public for comment. When there are no more substantive changes the proposed final amendment will be submitted to the RESNET Standard Management Board for final approval.
