RESNET Proposes Two Standard Addendums: Draft PDS-03 of proposed Addendum 32f: Amendment Effective Dates, Transition Period and Publication & Draft PDS-01 of proposed Addendum 39: Non-measured Mechanical Ventilation Airflow and default Fan Wattage Comment Period September 26 – October 25, 2018 Draft PDS-03 of proposed Addendum 32f: Amendment Effective Dates, Transition Period and Publication RESNET Standard Development Committee 300 approved interim Addendum 32i on effective dates, transition periods and the publishing of amendments to the MINHERS® February 5, 2018. The interim addendum took effect immediately and remains in place until final Addendum 32f is adopted. RESNET submits the third draft, PDS-03, of Addendum 32f for public review and comment. Only changes to draft PDS-02 incorporated in draft PDS-03 and shown by strike through/underline in red print are open for comment. Proposed Addendum 32f amends the RESNET Mortgage Industry National Home Energy Rating Standards: To conform Chapter 5 criteria for amending the standards with the Non-ANSI Standards Development Policy and Procedures approved by the RESNET Board of Directors; Require continuous updating of the MINHERS® published on the RESNET website as new amendments are adopted; Establish default effective dates twice a year for amendments unless otherwise specified by the Standards Management Board, and; Allow the Standards Management Board to define a transition period tied to building permit dates before compliance with new amendment criteria is mandatory. Public comments will be accepted through October 25, 2018. The draft addendum, comment form and comments posted to date are posted at Draft PDS-03 of proposed Addendum 32f After the comment period, the RESNET Standard Development Committee 300 will consider and document each of the comments submitted and make appropriate changes. Substantive changes will be submitted for public comment. Draft PDS-01 of proposed Addendum 39: Mechanical Ventilation Airflow and Fan Wattage RESNET Standard Development Committee 300 developed proposed Addendum 39 to provide interim solutions for rating homes with mechanical ventilation systems where ventilation airflows cannot be measured and for when ventilation fan wattages cannot be determined. These issues are addressed in the 2019 update to Standard ANSI/RESNET/ICC 301-2014 that is currently under development. Addendum 39 is intended to provide the following interim solution where these problems exist until the new edition of Standard 301 is final and adopted for the HERS: where mechanical ventilation airflow cannot be measured, air exchange rate of the rated home will be treated the same as a home without a mechanical ventilation system; default fan wattages are provided for cases where ventilation fan wattage cannot be determined.
