Draft PDS-01, HERS Addendum 103, Direct Expansion HP & AC Modeling Supplement (Comment opens April 2, 2026)

Proposed Addendum 103 supplements Addendum 82 by clarifying how to size compressors with fossil fuel backup heating in the reference home, reducing the penalty for pan heaters, and making more conservative default values for minimum compressor operating temperatures.
