Proposed Addendum 107 amends Chapter 3 of the RESNET® HERS® Standards, to provide an “alternate set of standards” that may be used voluntarily when ANSI/RESNET/ICC 301-2022 becomes mandatory January 1, 2027. The “alternate set of standards” consists of ANSI/RESNET/ICC 301-2025, together with HERS Addenda 77, 82, 83f, 85, 89f, 90f, 94, 98f, 103 and 107. The objectives of authorizing voluntary use of the “alternate set of standards” when Standard 301-2022 is implemented for the HERS are twofold. First, it will facilitate transitioning the HERS to the latest edition of Standard 301 at the next HERS Standards Update. Second, it will provide an extended period for voluntary use of the major amendments, that Standard 301-2025 and the HERS Addenda make to Standard 301-2022 before they become mandatory. Beginning with Standard 301-2028, RESNET policy provides that all major amendments affecting HERS Index calculations will have been adopted by HERS Standards addenda and authorized for voluntary use before being incorporated in Standard 301. The major amendments in Standard 301-2025 and the HERS addenda that modify Standard 301-2022 will be incorporated into Standard 301-2028. RESNET will therefore skip formal adoption of Standard 301-2025 during the next HERS Standards Update. Instead, Standard 301-2028 will be the next edition of Standard 301 adopted for the HERS. The next HERS Standards Update is projected for 2029, while voluntary use of Standard 301-2025 and the HERS Addenda is 2027. Accordingly, Addendum 107 is expected to provide an approximately two-year period of voluntary use before these provisions become mandatory.
