Draft PDS-03, BSR/RESNET/ICC 301-2014 Addendum F-201x, Normative Appendix A

Proposed Addendum F amends Standard ANSI/RESNET/ANSI 301-2014 to create Normative Appendix A that will provide inspection procedures for the grading and assessment of installed insulation. This amendment provides minimum insulation installation requirements and grading criteria for: insulated sheathing, fibrous batt insulation, blown or sprayed fibrous loose fill insulation, open cell spray polyurethane foam (SPF) insulation and closed cell spray polyurethane foam insulation; structural insulated panels (SIPS); reflective/radiant insulation products; attic radiant barriers, and; interior radiation control coatings (IRCCs).

Each time changes are made to a consensus draft standard the public is provided the opportunity to comment on any substantive changes to the previous public review draft. Draft Addendum F-201x was changed in response to public comments on draft PDS-02. Draft PDS-03 of BSR/RESNET/ICC 301-2014 Addendum F-201x, the third draft, is submitted for public comment on the changes to draft PDS-02.

The public comment period will be open for 45 days beginning August 3, 2018 and ending September 17, 2018.

Only the changes to draft PDS-02 as shown in strike-through and underline red text in draft PDS-03 are open for comment during this period

Note: RESNET is updating Standard ANSI/RESNET/ICC 301 to a new edition that will incorporate all addenda to the 2014 edition. Those parties interested in development of the updated Standard should watch for notices on the drafts of BSR/RESNET/ICC 301-201x.

Tips and Reminders for Submitting Public Comments 

  • Comments must pertain to text in draft PDS-02 that is shown as either strikethrough or underlined and red print. Comments on portions of draft PDS-01 where no change is indicated will not be considered.
  • Comments must include a specific proposed change to the text of the draft open for comment. Proposed added text must be underlined and text proposed to be removed must be shown using strike-through. If not submitted in this format, the public comment may be rejected.
  • Public comments are reviewed by committees with volunteer members, that are Raters, Providers, Software Developers and other industry and public interest stakeholders. They are not reviewed by RESNET Staff.
  • If you submit public comment representing the collective interests of a group of stakeholders, you are encouraged to submit ONE public comment and identify all stakeholders in that comment. While not required, this expedites the ability of the committees to respond to commenters in a timely manner.
  • Do not submit comments on standards other than this one that is out for public comment (i.e. MINHERS® or ANSI Standard 380)
