Understanding Helpers and Candidates in Training

Occasionally, rating companies may send more than one representative to a jobsite. While it is common to assume that everyone present holds the same certification credentials, builders should be aware that some individuals may be supporting personnel or candidates gaining practical field experience under supervision.

Training and support staff play an important role in the inspection process and may assist with certain activities where program requirements allow. Their involvement helps develop the next generation of qualified professionals while supporting efficient field operations. However, assisting with a task is different from independently performing certified work.

Examples of support activities that may be appropriate:

✓ Transporting and organizing equipment
✓ Setting up blower door equipment under the supervision of certified personnel
✓ Assisting with photographs and documentation
✓ Recording measurements and observations as directed

Examples of activities that should only be performed by qualified personnel:

✗ Conducting inspections independently
✗ Performing diagnostic testing without supervision
✗ Making pass/fail determinations
✗ Signing inspection or certification documentation
✗ Representing themselves as the certified inspector or rater

A helpful practical question to consider:

If the certified individual left the site, could the activity continue appropriately and in compliance with program requirements?

If the answer is no, the certified professional should remain on site to oversee, direct, and validate the work being performed.

Qualified personnel do more than satisfy program requirements—they help safeguard the builder’s investment, support project schedules, maintain compliance, and protect the quality and reputation of the finished home.
