Proposed Standard BSR/RESNET/ACCA 310-20xx establishes a methodology for evaluating the installation quality of Unitary HVAC systems. It establishes the procedures, tolerances, and record keeping required to evaluate elements of an HVAC System’s design and installation. The methodology is comprised of five tasks – a design review, a total duct leakage test, a Blower Fan volumetric airflow test, a Blower Fan watt draw test, and a non-invasive evaluation of refrigerant charge. The five tasks are designed to be completed in sequence and upon completion of each task, the results are evaluated for compliance with specified thresholds.

This standard is applicable to Unitary HVAC Systems including air conditioners and heat pumps up to 65 kBtuh and furnaces up to 125 kBtuh in detached one- and two-family Dwellings, Townhouses, as well as in Dwelling Units and Sleeping Units that have their own HVAC system separate from other units. It is intended for use by home energy raters, energy auditors, code officials, or HVAC contractors.

Public comments on the first draft, (PDS-01), of the proposed standard were considered by RESNET SDC 300 and the resulting changes are shown in draft PDS-02 as strike-through/underline text in red print except in Appendix A which has been updated for newer data. All of Appendix A is open for comment. The changes to draft PDS-01 are submitted for public comment for a period of 45 days, beginning March 20, 2020 and ending May 4, 2020.   • Comments must include a specific proposed change to the text of the draft open for comment. Proposed added text must be underlined and text proposed to be removed must be shown using strike-through. If not submitted in this format, the public comment may be rejected
  • If you submit public comment representing the collective interests of a group of stakeholders, you are encouraged to submit ONE public comment and identify all stakeholders in that comment. While not required, this expedites the ability of the committees to respond to commenters in a timely manner.
  • Public comments are reviewed by committees with volunteer members, that are Raters, Providers, Software Developers and other industry and public interest stakeholders. They are not reviewed by RESNET Staff.
