Draft PDS-02, BSR/RESNET/ICC 301-2019 Addendum B, Clarifications, HVAC Quality Installation Grading, and Dehumidification

Proposed Addendum B to Standard ANSI/RESNET/ICC 301-2019 incorporates proposed clarifications to the 2019 update of Standard ANSI/RESNET/ICC 301, adds procedures for calculating credits and documenting quality installations of HVAC systems in coordination with Standard 310, and addresses new energy use and conservation subjects. The major areas of change are as follows. Changes to draft PDS-01 incorporated in draft PDS-02 are identified by the bullets in blue print.

  • Clarification of what constitutes a Thermally Isolated Sunroom
  • Clarification of what constitutes a Dwelling-Unit Mechanical Ventilation System
  • Clarification that Approved Software Rating Tools must be used to analyze homes for energy ratings
  • Clarification of which surfaces are included in Aext
  • Clarification of the DSE to be used in calculations when no system is installed
  • Clarification that the procedures of Standard 380-2019 can be used for duct leakage to outside test and total duct leakage can be used for duct leakage to outside
  • Revisions necessary to translate use of the Standard for use in the southern hemisphere
  • Clarification that the IEER must be used for commercial variable refrigerant flow multi-split AC and heat pump systems
  • Clarification of which COP value should be used in calculations when AHRI has multiple options and software does not
  • Clarification of which entity is authorized to establish default Minimum Rated Features (MRF) for use when the MRF cannot be determined without destructive disassembly of the home
  • Clarification of what entity establishes QA requirements for Threshold Ratings, (i.e. the same entity that sets requirements for Confirmed and Sampled Ratings)
  • Clarification that daily run hours are to be observed onsite for Individual exhaust fans operated using a programmed schedule
  • Add criteria for calculating impacts of dehumidification equipment when installed and MRF for the equipment
  • Add definitions and credit calculations for HVAC installation quality grades and related references to Standard 310
  • Add Minimum Rated Feature criteria to be collected by raters essential for grading the installation of HVAC systems pursuant to Standard 310
  • Revised Blower Fan definition to reference from “Dwelling” to “Dwelling Unit”
  • Modified the Addendum B title
  • Added “Furnace” to clarify that the quality installations credit system applies to HVAC systems with Furnaces
  • Added “(for Air Conditioners and Heat Pumps)” to clarify “refrigerant charge” applies only to refrigerant systems not Furnaces
  • Revised section 4.2.2.5 to apply only to Boilers and not Furnaces
  • Removed Oil Furnace and Gas Furnace from the Electric Auxiliary Energy (Eae) Table 4.2.2.4(1) for the Reference Home
  • Revised section 4.4.6 to apply only to Boilers and not Furnaces and eliminated the “Note:” from the section
  • Removed Oil Furnace and Gas Furnace from Table 4.5.2(6) Default Eae Values
  • Added Normative Note 61 to Section 4.4.5.1 for MF heating systems which also serve common or commercial spaces
  • Removed geotagging requirement for photo documentation of certain inspections
  • Revised internal gains coefficients Table 4.2.2(30
  • Enclosures SC recommended clarifications.
  • Added criteria for calculation of credits for HVAC quality installation grades and modified some inspection criteria
  • Add ASTM E2178-13 to Normative References and add in Appendix A-1.3.2 Exception d. a specification of air permeance
  • Revised Appendix A-1.1, 2. to require installation according to manufacturer instructions
  • Revised Appendix A-1.1, 3. to require assessment of compressed R-Value according to manufacturer’s documentation or ACCA Manual J Appendix 4
  • Revised Section 4.2.2.2.2 (b) to clarify it is referring to fibrous “batt” insulation and to correct the ACCA Manual J reference
  • Other minor editorial revisions

The public comment period will be open for 45 days from April 24, 2020 through June 8, 2020. Comments will be accepted only on text in draft PDS-02 shown by strike-through and underline and in red print.
