In 2021, the Texas Legislature enacted House Bill (HB) 3215 which created a HERS® Index option to the Texas state energy code. In 2022, there was a 19 percent increase in HERS® ratings in the state year over year. To educate Texas builders on the benefits of the new code compliance option, RESNET is collaborating with the Texas Association of Builders to conduct a series of training workshops with local homebuilder associations. The workshops will include representatives of Texas HERS® companies that will explain HERS® and the new code option. The homebuilder association workshops will be followed by appraiser workshops conducted in collaboration with the Appraisal Institute. The workshops will be led by Sandra Adomatis, the 2023 Appraisal Institute President-Elect. Sandra will explain the HERS® Index, the new option in the Texas energy code, and what it means for home appraisal value. She will also demonstrate how to use the Appraisal Institute-RESNET Appraiser Portal to locate and value HERS-rated homes in their market.
