HERS® Rated Homes in 2025: State-by-State and Climate Zone Performance

In 2025, a total of 420,135 new homes received a HERS® Index Score—further solidifying HERS ratings as a key benchmark in residential energy performance. Even with a slight dip in the total number of ratings from 2024, market share grew by one percentage point. Thirty-four (34)% of all new one‑ and two‑family homes built in 2025 were HERS‑rated, marking a continued shift toward high‑performance homebuilding.

State Standouts

On the East Coast, Massachusetts continued its leadership streak with the highest percentage of new homes receiving HERS ratings, followed closely by Arizona, Texas, Colorado, and Indiana. These states demonstrate the growing regional momentum behind energy‑smart construction.

For top states by number of HERS ratings, Texas once again led the pack, accounting for nearly one‑quarter of all HERS‑rated homes nationwide, followed by Arizona, North Carolina, and Florida.

Meanwhile, California claimed the spotlight for the lowest average HERS Score. The state scored an average HERS Index Score of just 10, powered by some of the nation’s most ambitious building and energy codes.
