RESNET® HERS® Standards Addenda ‘Building Permit Dates’ Ratings 1/1/26

Three (3) RESNET® HERS® Standards Addenda, which revise HERS Technical Standards (Chapter 3) and Quality Assurance (Chapters 1 & 9), become mandatory for homes and buildings with a Building Permit Date* on or after January 1, 2026:

Summary of Changes:
Addendum 67 – Chapter 1 QA Update
Based on changes from Addendum 75, Addendum 67 similarly updates Chapter 1, ‘National Standard for Rating Quality Assurance Providers’, for consistency with Chapter 9.

Addendum 75 – Chapter 9 QA Update
Addendum 75 is a major update to the Quality Assurance standards for the RESNET HERS®. It establishes a more rigorous legal construct based on evolving experience with legal challenges to disciplinary actions. It also clarifies Remote QA Field Reviews.

Addendum 85 – Chapter 3 Temporarily Converted Garages
This Addendum provides specific rules for rating model homes which may have temporarily converted a garage for a sales or construction office. This allows the model home to be rated before the conversion of the space back to a garage. Raters will need to assess whether the space meets the new definition for Temporarily Converted Garage and potentially modify their blower door
test procedure and how they enter this space into their rating software.

*The following are recognized by RESNET as ‘Building Permit Dates’:

· The date on which the permit authorizing the construction of a building is issued by the authority having jurisdiction to issue such permits.

· The date of the Certified HERS Rater’s or RFI’s first site visit

· The date of the application of the permit

· The date of the contract on the home

· The date of an application for low-income tax credits or government-administered competitive financing for a project meeting the State or local government definition for low income or affordable housing.
