Thanks to the resources provided through the 2016 Quality Assurance Surcharge, RESNET has made solid progress towards enhancing the national consistency of HERS® ratings. The following is the progress that we have made: Developed comprehensive RESNET Quality Assurance Amendment that is undergoing consensus standard based public review and comment process (Over 400 comments received and currently being considered) Developed comprehensive RESNET HERS® Rater Testing, Assessment and Certification Amendment that underwent consensus standard based public review and comment process (in final stage of adoption) Developed preliminary HERS® Index Score Consistency Test Suite for Accredited HERS® Rating Software Programs RESNET Board adopted requirement that all Accredited HERS® Rating Software Programs shall be based on hourly simulations Calibration of existing HERS® Software Programs to be consistent with ANSI/RESNET/ICC Standard 301 Developed consistent RESNET training for Rating Quality Assurance Agents Developed “QA Genie” QA Program Developed RFP for pilot to determine economic viability of independent QA contractors for Direct Rating Providers Undertook pilot “HERS® Rating Variability Study” conducted by Washington State University Formation of RESNET Quality Assurance Manager Advisory Group to guide implementation of new QA procedures Updated the RESNET National Registry for ease of capturing Quality Assurance Reports from Providers Contracted with a psychometrician to review all RESNET test questions and references Enhanced the qualification of certified HERS® Raters by requiring a valid replicable practical test This is but a start.
